This is the first Capsize devlog entry.

What changed

• The portal is now authored in Django and compiled to static files.
• Copy and page visibility are editable in a local admin.
• A devlog section was added at /devlog/.

Each entry is published under its date, for example /devlog/2026/09/19/week-of-september-14/.
